NOTICE is hereby given that the municipal Council of "Ville de Gaspé", at its ordinary meeting held on May 20, 2025, has adopted by resolution the following draft of by-law and that a public consultation meeting will be held at the Town Hall, on Monday, June 2, 2025, at 7:00 p.m.

Draft of by-law 1156-11-69

The draft of by-law amends the zoning by-law 1156-11, as follows:

  • « Modifiant la grille de spécifications de la zone M-278 en remplaçant le coefficient d’implantation au sol maximum par un coefficient minimum;
  • Modifiant la grille de spécifications de la zone M-279 en remplaçant le coefficient d’implantation au sol maximum par un coefficient minimum. »

This draft of By-Law does contain provisions specific to a by-law subject to referendum approval.

During this meeting, the Mayor or another Council member designated by him, will explain the draft of by-law and the consequences of its adoption, and will hear the persons and bodies wishing to express their views.

In addition, this draft regulation will also be the subject of a written consultation which will be held from 22 to 30 May, 2025 inclusively. During this period, we invite anyone interested to submit questions, observations, or comments in writing, no later than Friday May 30, 2025, as follows:

- By mail, in person, by delivery services or by messenger at the Town clerk office located at the town hall at 25, rue de l'Hotel-de-Ville, Gaspé, Québec, G4X 2A5;

NOTICE is hereby given that the Town Council, at its ordinary meeting held on May 8, 2025, has adopted the following By-Law:

By-Law 1552-25 :

« Règlement modifiant le règlement 1470-22 décrétant l’adoption d’un code d’éthique et de déontologie pour les élus municipaux de la ville de Gaspé et remplaçant le règlement 1345-17 et ses amendements ».

NOTICE is also given that this By-Law is deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

PUBLIC NOTICE is hereby given :

1. THAT at a meeting held on March 3, 2025, the Town Council has adopted By-Law 1547-25 « un emprunt et une dépense de 1 292 388 $ pour la réalisation de travaux de construction du poste de pompage SP-24 à Sandy-Beach ».

2. THAT By-Law 1547-25 has been approved by the qualified voters during a register held on March 10 and 11, 2025.

3. THAT By-Law 1547-25 have been approved by the Ministry of Municipal Affairs and Housing, on April 14, 2025.

4. THAT this regulation comes into force in accordance with the law.

WRITTEN CONSULTATION AND PUBLIC CONSULTATION MEETING FIRST DRAFT OF BY-LAW 1551-25 “CONCERNANT LES ENTENTES RELATIVES À DES TRAVAUX MUNICIPAUX DANS LES ZONES M-278 ET M-279 »

NOTICE is hereby given that the municipal Council of "Ville de Gaspé", at its extraordinary meeting held on April 25, 2025, has adopted by resolution the following draft of by-law 1551-25 and that a public consultation meeting will be held at the Town Hall, on Monday, May 5, 2025, at 7:00 p.m.

The object of this first draft of by-law 1551-25 is to make the issuance of permits or certificates, in zones M-278 and M-279, subject to the conclusion of an agreement between the applicant and the City on the carrying out of municipal works relating to municipal infrastructure and equipment and on the assumption and sharing of costs relating to this work, and to provide, in certain cases, that part of these costs is assumed by the City.

During this meeting, the Mayor or another Council member designated by him, will explain the draft of by-law and the consequences of their adoption, and will hear the persons and bodies wishing to express their views.

In addition, this draft regulation will also be the subject of a written consultation which will be held from April 24 to May 2, 2025 inclusively. During this period, we invite anyone interested to submit questions, observations, or comments in writing, no later than Friday May 2, 2025, as follows:

PUBLIC NOTICE

TO ALL INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION TO TAKE PART TO A REFERENDUM

Second draft 1156-11-68 (adopted on April 22, 2025)

amending the zoning by-law

NOTICE is hereby given that, following the public consultation meeting which was held on April 22, 2025, the municipal Council of "Ville de Gaspé" has accepted by resolution, on April 22, 2025 a second draft of by-law 1156-11-68 amending the zoning by-law.  This second draft contains provisions that may be subject to an application made by interested persons from anyone of the zones to which such provisions apply and of the contiguous zones, to require that a by-law containing these be submitted for their approval, in accordance with the Act respecting elections and referendums in municipalities.

1.       PURPOSE OF AN APPLICATION TO TAKE PART TO A REFERENDUM

          1.1     An application relating to the following provision of the second draft:

  • « Créant la zone M-278, à même la zone CE-278
  • Ajoutant une grille de spécifications pour la zone M-278
  • Supprimant la grille de spécifications pour la zone CE-278»

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates. However any contiguous zone who has made an application will participate at the referendum approval only if the application also originates of the zone to which it is contiguous.

          1.2     An application relating to the following provision of the second draft:

  • « Créant la zone M-279, à même la zone CR-279
  • Ajoutant une grille de spécifications pour la zone M-279
  • Supprimant la grille de spécifications pour la zone CR-279 »;

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates. 2.  LOCALIZATION OF THE CONCERNED ZONES

The concerned zones CE-278 and CR-279 are located in the area of the York East boulevard and are illustrated in the following sketches:

3.       VALIDITY OF AN APPLICATION

To be valid, an application to take part to a referendum must:

  • state clearly the provision of the second draft to which the application refers;
  • indicate the zone from which the application originates;
  • be signed by at least 12 interested persons of the zone from which it originates, if there are more than 21 interested persons in that zone, or, otherwise, by the majority of the interested persons;
  • be received by the Town clerk office at the town hall no later than May 2, 2025, 4:30 pm. Any application sent by post, delivered in person, by delivery services or by messenger, must be sent at 25, rue de l’Hôtel-de-Ville, Gaspé (Québec) G4X 2A5.

4.       INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION

4.1     An interested person is a person of full age, Canadian citizen and not under curatorship who, on the date of adoption of the second draft, which is April 22, 2025, is not disqualified from voting and meets one of the following requirements:

  • is domiciled in a zone from which an application may originate and who has been domiciled in Québec for at least 6 months;
  • is the owner of an immovable or the occupant of a business place situated on such a zone since 12 months at least.

4.2     An additional condition for undivided co-owners of an immovable and co-occupants of a place of business is to be designated, by means of a power of attorney signed by the majority of the co-owners or co-occupants, as the person who has the right to sign the application on their behalf.

4.3     Condition for exercising the right to sign an application by a legal person: Every legal person must designate from among its members, directors and employees, by resolution, a person who, on April 22, 2025, is of full age and a Canadian citizen and who is not under curatorship.

  1. LACK OF APPLICATIONS

Should there be no valid applications relating to the provisions of the second draft, the said provisions may be then included in a by-law which will not have to be submitted for the approval of the qualified voters.

6.       CONSULTATION OF THE DRAFT

The second draft of by-law is available, in French, for consultation at the Clerk’s office at 25, rue de l’Hôtel-de-Ville during regular work hours, that is from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm, Monday till Thursday, and from 8 h 15 am till 12 h on Friday.
