MUNICIPAL TAX PAYMENT
The Town of Gaspé offers you the possibility to pay your tax account in four (4) equal installments when the total amount of property tax is above $300.
Payments must be done at the following dates:
- First payment payable thirty (30) days following the date the statement was sent to you (March 30)
- Second payment payable sixty (60) days following the date the first payment is due (May 29)
- Third payment payable sixty (60) days following the date the second payment is due (July 28)
- Fourth payment payable sixty (60) days following the date the third payment is due (September 26)
MUNICIPAL TAX PAYMENT TERMS
You can make your payments in most financial institutions via automatic teller machine, directly at the counter or via Internet.
Any municipal tax account can also be paid by mail or directly at City Hall. Moreover, we accept postdated cheques and offer debit card payment service. Please note that credit card payments are not accepted.
You can also insert your cheque in an envelope and deposit it at all times in the mailbox provided outside City Hall (front door).
Following the cadastral remaking, some properties have received new roll numbers.
So, if you are making your tax payment at a financial institution or via Internet, it is important to indicate the roll number shown on your tax account in order to prevent mistakes in your record.
If you own more than one property, make sure to indicate the roll numbers corresponding to each record.
Tax Payment via Internet
The Town of Gaspé negotiated agreements with most financial institutions in order to allow taxpayers to pay their taxes via Internet.
Municipal Taxes
The reference number to use is the one shown in the "Roll No." box on your tax account (starting with an F). You need to enter without letters, hyphens nor space. This reference number consists in a fixed number of 16 numbers (put all numbers, even zeros [do not put any letter]).

Invoices
The reference number to use is the one shown in the "Identification Code" box on your tax account (starting with a D). You need to enter without letters, hyphens nor space. This reference number consists in a fixed number of 16 numbers (put all numbers, even zeros [do not put any letter]).

Engineered Landfill Invoices
TAX-O-MATIC
It is not possible to pay engineered landfill invoice via Internet. Only payments at the counter or by cheque are accepted. The latter must be made to the order of: Régie intermunicipale de traitements de matières résiduelles de la Gaspésie.
The Town of Gaspé offers taxpayers an automated collection service for their 4 tax installments. With a simple authorization, an automated withdrawal from the account allows to pay the taxes at every four (4) due dates. There is no charge for this service.
For taxpayers interested to subscribe to this program, they just need to complete the Tax-O-Matic Form below and return it to the town with a copy of their tax account and a VOID cheque.
YOU WISH TO KNOW YOUR ACCOUNT BALANCE?
To get a copy of your tax account, you can request it at the collection counter of City Hall or by mail, and pay the fees payable of $10. Please note that when sending by mail, you need to include your payment with your request. (Regulation #1252-14)
DELAY IN PAYMENT
In the case of a delay in payment, interests at the rate fixed by the municipal council are applicable for each of the due dates indicated on the account. The fixed interest rate is of 13% and is applicable to all amounts due to the Town of Gaspé.
SCHOOL TAXES
Please do not forget that school taxes are payable to the Chic-Chocs School Board [(418) 368-3499] and to the Eastern Shores School Board (English sector) [(418) 368-3782].
PROPERTY TAXES
Please note that to claim a property tax reimbursement at the time of your income tax return, you need to attach a copy of your tax account.
NEW OWNER
If you buy a building during the year, please note that you will not receive a new tax account under your name. The tax account is a document produced at the beginning of the year and is effective throughout the year. This being said, municipal taxes are linked to the building and not to the owners.
The municipal tax adjustment for the current year between the seller and the buyer will be done with the notary at the time of the transaction.
COMPLEMENTARY TAXES
Beside the annual tax account sent at the beginning of the year, it is not possible to receive one or several complementary accounts during the year for the current and/or previous year.
This or these complementary accounts are the result of the issue of one or several certificates from the appraiser to adjust the evaluation of your property for construction and/or renovation works or any other act having an influence on the value of your property. The reception of this retroactive adjustment is usually sent a few months following the end of the works.

The complementary tax notice is currently called "complementary tax account" or "complementary account."
PROPERTY TRANSFER DUTIES
The provincial law makes it compulsory to collect property transfer duties (also known as "transfer tax"). They are imposed at the time of an owner change, except in certain circumstances permitted by law.
Calculation is done on the basis of the greatest value between the amount of the transaction or the standardized municipal evaluation.
The invoice is usually sent within 2 to 4 months following the registration of the transaction with the notary. Time can vary depending on the periods of the year.
Calculation is done as follows:
On the tax basis part
- that does not exceed $50,000: 0.5%
- that exceeds $50,000 without exceeding $250,000: 1.0%
- that exceeds $250,000: 1.5%
NEW GRADUATES
The Town of Gaspé has adopted, on December 1, 2014, a home ownership program for recent graduates. This program aims at setting a financial incentive to encourage them to settle in the Town of Gaspé and promoting access to property.
The financial assistance corresponds to a reimbursement of the property transfer duties for a maximum of $2,250.
The individuals covered by this regulation are recent graduates aged from 18 to 35 buying their first main residence or serviced land on the territory of the Town of Gaspé within 24 months following their graduation.
Duration of the program: January 1, 2015 to December 31, 2017.

SERVICE CHARGES
The Town of Gaspé will charge the cost of banking services for returned cheques. Fees are of $20 per returned cheque.
DISAGREEMENT WITH THE MUNICIPAL ASSESSMENT
YOU DISAGREE WITH THE MUNICIPAL ASSESSMENT OF YOUR PROPERTY: WHAT ARE YOUR OPTIONS?
The application for review is the formal way offered by the Act respecting Municipal Taxation allowing the municipal taxpayer to intervene in order to correct an entry to the property assessment roll or the rental value that he has found to be incorrect.
When can we ask for a review?
1. Application for Review Following the DEPOSIT OF THE ROLL
This is the most common situation in which the taxpayer can intervene following a new triennial assessment roll. To contest this value, you must file an application for review before May 1st following the date of the entry in force of this roll, which implies that this right may be exercised once only every three years.
2. Application for Review Following a CHANGE MADE
One can also file an application for review following a change made by the appraiser to the roll to ensure its update. These changes can result, for example, from a new construction on the property (shed or garage for instance), works done on a building with or without a construction permit (renovation, restoration, repair) or the demolition of an accessory building, etc.
Advised in written of this or these changes to the property assessment, the taxpayer is informed at the same time of his or her appeals and of the procedures to trigger in case of a disagreement. Indeed, in addition to explaining the changes made to the property assessment roll, the "Appraiser Certificate and Change Notice to the Assessment Roll" describes the rights and terms related to the application for review specific to this situation.
