2.      THAT, by-law number 1156-11-63 was approved by the council of mayors of the MRC La Côte-de-Gaspé on June 14, 2023.

3.     THAT, a notice of compliance was issued by the Secretary-treasurer of the MRC La Côte­

de-Gaspé about by-law 1156-11-63 on June 16, 2023.

4.     THAT, by-law number 1156-11-63 came into force on June 16, 2023 in accordance with the provisions of the Act respecting land use planning and development.

5.      THAT, by-law 1170-12-07 cornes into force on the date hereof.

6.     THAT, interested parties may consult these by-law at the City Hall, 25, rue de l'Hôtel-de-Ville, Gaspé, during office hours.

NOTICE is hereby given that the Town Council, at its ordinary meeting held on June 19, 2023 has adopted the following By-Laws:

By-law 1513-23 :

« Règlement modifiant le règlement 1249-14 relatif au lieu d’élimination de neige et établissant une tarification pour les utilisateurs du site de Rivière-au-Renard en remplaçant l’annexe B ».

By-law 1514-23 :

« Règlement modifiant le règlement 1282-15 relatif au lieu d’élimination de neige et établissant une tarification pour les utilisateurs du site de Gaspé en remplaçant l’annexe D ».

NOTICE is also given that this By-Law is deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

NOTICE is hereby given that the Town Council, at its ordinary meeting held on May 1, 2023, has adopted the following By-Law:

By-law 1510-23 :

« Règlement amendant le règlement 1090-12 concernant la circulation et le stationnement en modifiant l’annexe O »

NOTICE is also given that this By-Law is deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held in the hall of the Town Hall on Monday June 19, at 7h30 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Alexis Tremblay-Lapierre for the company Le Groupe Ohmega Inc., for a property situated at 3, rue des Cerisiers

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to reduce of 4m the right lateral back margin compared to the minimum lateral back margin of 7 m established in the specification grid for zone IC-269 of zoning By-Law 1156-11.
  • the minor exemption will have for consequence to permit the implantation of an accessory building with a right lateral back margin of 3

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

PUBLIC NOTICE is hereby given :

  • THAT at an ordinary meeting held on April 3, 2023, the Town Council has adopted the following By-Law:

1509-23       « dépense et un emprunt d’une somme de 1 574 708 $ pour le remplacement et l’acquisition de véhicules incendie »

  • THAT this By-Law 1509-23 has been approved by the persons qualified to vote during the register opened for that purpose on April 11 and 12, 2023.
  • THAT this By-Law 1509-23 has been approved by the Ministry of Municipal Affairs and Housing, on May 18, 2023.
  • THAT the interested can consult that By-Law at the Clerk’s office, at the Town Hall, 25, rue de l’Hôtel-de-Ville, during regular office hours.

TO ALL INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION TO TAKE PART TO A REFERENDUM

Second draft 1156-11-63 (adopted on May 15, 2023) amending the zoning by-law

NOTICE is hereby given that, following the public consultation meeting which was held on May 15, 2023, the municipal Council of "Ville de Gaspé" has accepted by resolution, on May 15, 2023, a second draft of by-law 1156-11-63 amending the zoning by-law. 

This second draft contains the following provisions which may be the subject of a request for participation in a referendum by interested persons in accordance with the Act respecting elections and referendums in municipalities.

1.       PURPOSE OF AN APPLICATION TO TAKE PART TO A REFERENDUM

          1.1     An application relating to the following provision of the second draft:

  • « Modifiant les usages autorisés dans les zones AF-102, AF-104, AF-105, AF-106, AF-107, AF-110, AF-111, AF‑112, AF-114, AF-115, AF-135, AF-137, AF-149-1, AF‑155, AF-163-1, AF-170, AF-176, AF-183, AF-186, AF‑187, F-138, F-150, F-177, RT-141, RT-156 et RT-160 afin de permettre comme usage spécifiquement permis l’usage Établissement d’hébergement touristique général;

Such an application is required that the by-law containing the provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates. However any contiguous zone who has made an application will participate at the referendum approval only if the application also originates of the zone to which it is contiguous.

          1.2     An application relating to the following provision of the second draft:

  • Ajoutant l’article 11.1.3 ÉTABLISSEMENT DE RÉSIDENCE PRINCIPALE;

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of all qualified voters of any zone located on the territory of the city of Gaspé.

          1.3     An application relating to the following provision of the second draft:

  • Ajoutant un deuxième paragraphe à l’article 12.4 ROULOTTE DE VOYAGE

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of all qualified voters of any zone located on the territory of the city of Gaspé.

          1.4     An application relating to the following provision of the second draft:

  • Ajoutant l’article 14.3 ÉTABLISSEMENT D’HÉBERGEMENT TOURISTIQUE GÉNÉRAL

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of all qualified voters of any zone located on the territory of the city of Gaspé.

          1.5     An application relating to the following provision of the second draft:

  • Modifiant l’usage Hôtel, motel et maison de touristes (5830) à l’article 3.2.11 CLASSE HEBERGEMENT D’ENVERGURE (C-10)

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of all qualified voters of any zone located on the territory of the city of Gaspé.

          1.6     An application relating to the following provision of the second draft:

  • Modifiant l’usage Hôtel, motel et maison de touristes du point 2) Commerce et service du tableau à l’article 21.4 NOMBRE DE CASES DE STATIONNEMENT»

Such an application is required that the by-law containing this provision to which it applies be submitted for the approval of all qualified voters of any zone located on the territory of the city of Gaspé.

2.       LOCALIZATION OF THE CONCERNED ZONES

The concerned zones are located on the whole Gaspe territory and illustrated in the following sketch:

This plan can also be consulted on the graphic matrix of the town of Gaspe at the following address:https://sigale.ca/main.aspx?mrc=030# (open the link, click on contribuable, choose Gaspé, OK).

It will then be possible to do research either by address, by lot number or by registration number to verify whether the use of Établissement d’hébergement touristique général is authorized in the zone where the building in question is located.

3.       VALIDITY OF AN APPLICATION

To be valid, an application to take part to a referendum must:

  • state clearly the provision of the second draft to which the application refers;
  • indicate the zone from which the application originates;
  • be signed by at least 12 interested persons of the zone from which it originates, if there are more than 21 interested persons in that zone, or, otherwise, by the majority of the interested persons;
  • be received by the Town clerk office at the town hall no later than May 26, 2023, 4:30 pm.

4.       INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION

An interested person is a person of full age, Canadian citizen and not under curatorship who, on the date of adoption of the second draft, which is May 15, 2023, is not disqualified from voting and meets one of the following requirements:

  • is domiciled in a zone from which an application may originate and who has been domiciled in Québec for at least 6 months;
  • is the owner of an immovable or the occupant of a business place situated on such a zone since 12 months at least.
  1. LACK OF APPLICATIONS

Should there be no valid applications relating to the provisions of the second draft, the said provisions may be then included in a by-law which will not have to be submitted for the approval of the qualified voters.

6.       CONSULTATION OF THE DRAFT

The second draft of by-law is available, in French, for consultation at the Clerk’s office at the Town Hall during regular work hours, that is from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm, Monday till Thursday, and from 8 h 15 am till 12 h on Friday. It can also be viewed on the Town's website, in the Public Notice section.

1.-      THAT at a meeting held on March 20, 2023, the Town Council has adopted the following by-law:

  • « 1507-23, règlement relatif à la démolition d’immeubles »

2.-      THAT by-law 1507-23 have been approved by the council of the regional county municipality La Côte-de-Gaspé, on April 12, 2023;

3.-      THAT an assessment of conformity has been issued by the Secretary-treasurer of the regional county municipality La Côte-de-Gaspé in respect of by-law 1507-23, on April 14, 2023;

4.-      THAT by-law 1507-23 came into force on April 14, 2023, according to the Act respecting land use planning and development;

5.-      THAT the interested can consult this by-law at the Office of the Town clerk, at the Town Hall, 25, rue de l'Hôtel-de-Ville, Gaspé, during regular office hours.
