On November 5, 2017, it will be your privilege to exercise your right to vote to choose the Ville de Gaspé’s elected officers.
Democracy is everyone’s business, but it is also every citizen’s responsibility. Exercising your right to vote is crucial, because it allows you to choose the effected official who will best represent your interests on the town council.
In order to make sure this democratic exercise that constitutes municipal elections takes place optimally, I will be counting on a team of electoral staff of some 170 individuals who will work under oath with impartiality and professionalism to see that polling is conducted properly.
To exercise your right to vote, your name must appear on the Ville de Gaspé electoral list. I invite you to consult this page for more information.

Ville de Gaspé is divided into six electoral districts.

District 3 - Anse-au-Griffon, Cap-des-Rosiers, Forillon, Cap-aux-Os
District 4 - St-Majorique, Wakeham, Pointe-Navarre

In mid-October, all electors whose names are entered on the list of electors will receive a notice of revision of the list of electors that provides their personal information and information identifying the district where they will be able to exercise their right to vote.

By means of a public notice, the returning officer, Isabelle Vézina, will inform the population of Gaspé of the positions available for those who wish to work during the advance poll on October 29, 2017 and during the poll on November 5, 2017.

Please take note that during these two days, election staff will have to bring their own meals and eat them at their polling stations.
Moreover, a one-hour evening training session will be held for the staff who will be selected tow work during the municipal election.
The returning officer encourages citizens to send their applications and thanks all those who will be involved in the 2017 municipal election.
Electors interested in running as candidates in a municipal election must fill out a nomination paper authorising them to be candidates committed to run. This authorisation allows them to contract expenses that can be reimbursed under some conditions, enter into loans and solicit or collect contributions from electors in Ville de Gaspé for the purpose of their election campaigns.
The forms are available during business hours at the office of the returning officer and on the website of the Directeur général des élections du Québec at www.electionsquebec.qc.ca
To become a candidate for the position of Ville de Gaspé mayor or councillor, you must:
1. Have resided, continuously or not, within Ville de Gaspé territory for at least the last 12 months, on September 1, 2017
And
2. Have the right to have your name entered on the Ville de Gaspé list of electors;
To be entitled to this right, you must qualify as an elector; this means you must:
Be 18 years of age;
Be a Canadian citizen;
Not be under curatorship;
Not have been convicted of an offence that is a corrupt electoral practice;
and
3. Meet one of the following two conditions:
Be domiciled within Ville de Gaspé territory and have resided in Québec for at least the last six months;
or
Have been the owner of an immovable or the occupant of a business establishment located within Ville de Gaspé territory for at least the last 12 months.
If you meet these criteria, you must obtain a candidate’s nomination paper from the returning officer and provide the additional information requested in this document. These papers have been available since August 22, 2017.
Nomination papers for the position of mayor must be signed by at least 10 Ville de Gaspé electors. As for nomination papers for the position of councillor, they must be signed by at least 10 electors.
It is not necessary for individuals to be domiciled in the electoral district in which they intend to run as candidate for the position of councillor. Candidates are not required to pay a monetary deposit.
For the general election that will be held on November 5, 2017, all nomination papers must be presented to the office of the returning officer from September 22, 2017 to October 5, 2017, between the hours of 9 am and 12 pm or between 1 pm and 4:30 pm, and exceptionally on October 6, 2017 from 9 am to 4 pm.

To vote on November 5, 2017 you must qualify as an elector; this means you must:
Be a natural person;
Be at least 18 years old on November 5, 2017;
Hold Canadian citizenship on September 1, 2017;
Not be under curatorship on September 1, 2017;
Not have been convicted of an offence that is a corrupt electoral practice over the course of the five years preceding September 1, 2017;
Meet, on September 1, 2017, one of the following two conditions:
Be domiciled in Ville de Gaspé and have resided in Québec for at least the last six months; or
Have been for at least 12 months:
a) the owner of an immovable located within the town’s territory; or
b) the occupant of a business establishment located within the territory of Ville de Gaspé.
So there are two major categories of electors:
Those who are domiciled in Gaspé; or
Those who are not domiciled in Gaspé but who own an immovable or occupy a business establishment located there.
Individuals not domiciled in Gaspé must ask to have their name entered on the list of electors.
Being qualified to vote is not sufficient to vote; in order to vote, your name must appear on list of electors that will be used during the poll on November 5, 2017.

The Act to Establish the Permanent List of Electors, CQLR c E-12.2 has been in force since June 16, 1995. Pursuant to the legislation, the list of electors is drawn up based on provincial census data updated by the Directeur général des élections du Québec using data bases maintained by the Société de l’assurance automobile du Québec and the Régie de l’assurance maladie du Québec.
Despite the unstinting efforts of the Directeur général des élections du Québec to keep this list of electors up to date, it is the responsibility of individual electors to make sure their names have been correctly entered on the permanent list of electors.
To prepare the list of electors that will be used for the general election taking place on November 5, 2017, the information concerning non-resident owners and occupants of business establishments who have asked to have their names entered on the will be added to the permanent list of electors provided by the Directeur général des élections.
To this end, we would like to draw your attention to the following:
DID YOU MOVE ON JULY 1, 2017 OR DO YOU PLAN TO DO SO DURING THE SUMMER?
Make sure you inform the Directeur général des élections du Québec of your change in address by calling 1-888-ELECTION or 1-888-353-2846 to have your name entered on the list of permanent electors with your new address. You can also inform the Régie de l’assurance maladie du Québec (1-800-561-9749) and the Société de l’assurance automobile du Québec (1-800-361-7620).
The list of electors will be filed by the returning officer no later than October 6, 2017 and can be consulted beginning on October 9, 2017 at the town hall at 25 Rue de l'Hôtel de Ville.
Around mid-October, you will receive in the mail a notice of revision of the list of electors containing the information about you that has been entered on the list of electors as well as information about the procedure to follow to ask to have it changed or to have your name entered on the list, if applicable.
Anyone who notices:
That their name does not appear on the list of electors when it should be;
That their name appears on the list of electors when it should not be; or
That their name appears on the list of electors with reference to the wrong domicile, immovable or place of businesses AND it should appear with reference to another category;
Can appear before the board of revisors to apply to have their name entered or struck off, or modified, as applicable.
Electors can also appear before the board to apply to have corrected any error in their name, address or date of birth appearing on the list.
An application for revision can be presented by a relative or the spouse of the elector or by a person cohabiting with the elector.
As for applications to be struck off, electors entered on the list of electors can apply to have an individual whose name appears on the list for the same polling subdivision struck off.
Where and how to apply for a revision
The offices of the board of revisors will be open to receive all applications for revision.
Gaspé town hall:
On Wednesday, October 18, 2017 from 10 am to 1:30 pm and from 2:30 pm to 5:30 pm; and
On Thursday, October 19, 2017 from 2:30 pm to 5:30 pm and from 7 pm to 10 pm.
This section will be available beginning on September 22, 2017, the first day on which nomination papers can be filed.

Announcement concerning the results of the poll
The results (unofficial) of the poll will be announced by the returning officer in the council chamber of the town council at the town hall in Gaspé on November 5, 2017, after the polls have closed. The announcement time may vary depending on how long it takes to count the votes. Anyone may attend. The results will also be posted on the Ville de Gaspé website at https://ville.gaspe.qc.ca/elections-2017.
Electors can vote in advance if their name appears on the list of electors.
The advance poll will take place on October 29, 2017, from 12 pm (noon) to 8 pm at:

Bill 83, the Act to amend various municipal-related legislative provisions concerning such matters as political financing, SQ 2016, c 17 came into force on January 9, 2017. It contains changes regarding political financing for municipalities with at least 5,000 inhabitants. In addition, some directives issued by the Directeur général des élections have also been modified.
Here are the principal changes:
The maximum contribution an elector can contribute to a candidate’s campaign is now $100;
An additional contribution of $100 is permitted during a general or partial election, bringing to $200 the total amount of contributions an individual elector can pay to a candidate during the November 2017 general election;
Individual candidates can, for their own benefit, contribute an additional amount of $800 to finance their own campaigns;
Any contribution greater than $50 must be made by cheque or credit card;
The official agents and representatives of authorised independent candidates must take part in a training session on the rules governing political financing and on how to monitor election expenses.
Section 284, paragraph 2 of the Act Respecting Elections and Referendums in Municipalities, CQLR c E-2.2 stipulates that to maintain public trust in municipal election proceedings and ensure respect for the principles of loyalty and political neutrality, an officer or employee of a municipality, or of a mandatary body of a municipality referred to in paragraph 1 or 2 of Section 307 of this law may engage in partisan activity in connection with an election to an office on the council of the municipality only if the activity is not likely to interfere with the officer’s or employee’s ability to perform his or her duties loyally and impartially.
The term “mandatary body” refers to:
Any body declared by law to be a mandatary or agent of the municipality; and
Any body the majority of the members of the board of directors of which are members of the council of the municipality and whose budget is adopted by the council of the municipality.
Attending a political meeting, making a contribution to a party or an authorised independent candidate or affixing a signature in support of a nomination paper or an application for authorisation does not constitute partisan activity.
The following persons may not in any case engage in any partisan activity: the
director general, treasurer, clerk, their assistants, and the officer or employee having the highest authority within a mandatary body described above.
An employee who engages in partisan activity prohibited by law is guilty of an offence and liable to a fine of not less than $50 and not more than $5,000.
Notice is hereby given to the population to take note that some changes have been done concerning the speed limit, under the new by-law 1299-16, “sur les limites de vitesse”:
« L’annexe A du règlement 1218-13 est également modifiée afin de rectifier la description de la rue Christopher pour que la totalité de la rue soit à une limite de vitesse de 50 km/h et d’ajouter la rue Baird »;
It shall be noticed that this by-law is in force on June 22, 2016.

The following form is made available by the Town of Gaspé to citizens wishing to file a claim in case of damage to assist them in the process. However, this does not mean that the Town of Gaspé will take responsibility nor pay for the damages claimed.
