To the qualified voters entitled to have their name entered on the referendum list of the entire municipality:

PUBLIC NOTICE is hereby given by the undersigned, Town clerk of Ville de Gaspé, that at a regular sitting held on December 4, 2017, the Town Council has adopted the following By-Law:

1343-17 :    « RÈGLEMENT DÉCRÉTANT UNE DÉPENSE D’UNE SOMME DE 1 456 210 $ ET UN EMPRUNT DE 1 456 210 $ POUR DES TRAVAUX DE REMPLACEMENT DU SYSTÈME DE RÉFRIGÉRATION DE L’ARÉNA ROSAIRE-TREMBLAY DE RIVIÈRE-AU-RENARD »

THAT the persons qualified to vote on the By-Law on the date of December 4, 2017, and who have therefore the right to demand that this By-Law be submitted to a referendum poll will have access to a register open for that purpose from nine (9) hours to nineteen (19) hours on December 19 and 20, 2017 at the office of the undersigned, at the Town Hall in order to enter their name, address and occupation together with their signature.

IS A QUALIFIED VOTER OF THE MUNICIPALITY

A person who, on December 4, 2017, is not disqualified from voting according to article 524 of the Act respecting elections and referendums in municipalities and meets the following requirements:

  • a natural person domiciled in the municipality and, since at least six months, in Québec and
  • is of full age and a Canadian citizen, and not under curatorship.

The non resident sole owner of an immoveable or non resident sole occupant of a business place situated in the municipality who is not disqualified from voting and meets the following requirements:

  • is the owner of an immoveable or sole occupant of a business place situated in the municipality since at least 12 months;
  • in the case of a natural person, be of full age and Canadian citizen and not under curatorship.

The non resident undivided co-owners and non resident co-occupants of a business place situated in the municipality not disqualified from voting and meet the following requirements:

  • is the undivided co-owner of an immoveable or co-occupant of a business place situated in the municipality since at least 12 months;
  • is designated by means of a power of attorney signed by a majority of the persons who are co-owners or co-occupants since at least 12 months, as the one who has the right to sing in their name and to be entered on the referendum list of the municipality. This power of attorney must be produced before or at the signature time.

Legal person:

  • have designated by resolution among its members, directors or employees, a person who, on December 4, 2017, and at voting time, is of full age and Canadian citizen, is not under  curatorship and is not disqualified to vote.

THAT the persons qualified to vote on the By-Law in question must establish their identity to the responsible person for the register, by presenting, among others: a health-insurance card issued by the Québec Health Insurance Board, a driver’s permit issued by the Québec Automobile Insurance Society, a Canadian passport, an identity card of the Canadian armed forces, a certificate of Indian status.

THAT the number of applications needed in order that a referendum poll be held for this By-Law is 1 211 and failing this number, the concerned By-Law will be deemed approved by the qualified voters.

THAT the qualified voters may examine this By-Law at the office of the undersigned from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm from Monday till Thursday,  and from 8 h 15 am till 12 h on Friday, and during registration hours.

THAT the result of this registration procedure will be announced on December 20, 2017, at 7 pm, at the office of the undersigned, 25, rue de l’Hôtel-de-Ville in Gaspé.

PUBLIC NOTICE is hereby given by the undersigned, Clerk of Ville de Gaspé, that at an ordinary sitting held on December 4, 2017, the Town Council has adopted the following By-Law:

1344-17 : Décrétant une dépense d’une somme de 670 000 $ et un emprunt d’une somme de 670 000 $ pour la réalisation de travaux de réfection de l’usine d’épuration des eaux usées de Sandy-Beach et pour le remplacement d’équipements dans les stations de pompage d’eaux usées Sp-8, sp-12 et sp-22.

NOTICE is hereby given that at a special meeting that will be held at the Town Hall on Monday, December 18, 2017, at 7 pm, the Town Council will adopt its 2018 budget, the tax imposition By-Laws and its triennial program of fixed assets.

All taxpayers are invited to this meeting.

DRAFT OF BY LAW

DÉCRÉTANT L’ADOPTION D’UN CODE D’ÉTHIQUE

ET DE DÉONTOLOGIE DES ÉLUS DE LA VILLE DE GASPÉ

PUBLIC NOTICE is hereby given by the Gaspé town clerk, in accordance with article 12 of the Municipal Ethics and good conduct act:

THAT a draft of by-law order the adoption of a code of ethics and good conduct for elected municipal officer of the Town of Gaspé has been presented during an ordinary meeting held on November 20, 2017, in same time that the motion notice has been given like required by the law.

THAT the draft of by-law can be resumed as followed:

The code of ethics and good conduct for municipal officers of the town of Gaspé follow:

  • To grant the priority of values who justify the decisions of a council member and to contribute the best comprehension of the values of the municipality;
  • To institute standard  behaviour who favours the integration of those values in the decision’s process of the municipal council and of general  way, in the way to this title;
  • Prevent ethic conflicts and if one arrives, helps to resolve them efficiently and with discernment;
  • Assure the application of the controls measures to the deontology’s breach.

The values put ahead by the municipality, like wording at the article 4 of the draft of by-law are:

  • Integrity
  • Caution in the pursuit of the public interest
  • Respect between the members, municipal employees and citizens
  • Loyalty to the municipality
  • Search for the equity
  • Honour attached to the council member’s functions

The article 5 of the said draft of by-law establish management rules who have for objective to prevent:

  • All situations where the personnel interest of a council member can be influenced by his judgement’s independence in the exercise of his functions;
  • All situations who goes against the articles 304 and 361 of the Law on elections and the referendums in the municipalities (L.R.Q., chapitre E-2.2);
  •  The favouritism, the embezzlement, breach of trust or others loose living.

The draft of by-law also expect  the sanctions that can carry a breach to a rule expected of the ethics and deontology code, like mention in article 31 of the Municipal Ethics and good conduct act.

THAT the town council will adopt the by-law at it’s ordinary meeting, who will be held on December 18, 2017, at 8h pm, at the town hall.

THAT the draft By-Law is available for consultation at the Office of the Town clerk of the municipality.

ENACTMENT OF BY-LAW

PUBLIC NOTICE is hereby given:

1.-     THAT at a meeting held September 5, 2017, the Town Council has adopted By-Law 1172-12-08 amending By-Law 1172-12 “en remplaçant le point 2 du sous-article 2.7.2 Règles d’application de l’article 2.7 DISPOSITIONS APPLICABLES POUR L’USAGE DE VENTE AU DÉTAIL DE VÉHICULES À MOTEUR (551) DANS LA ZONE PA-144 ».

2.-  THAT no application to take part in a referendum has been made in respect of this By-Law, which contains provisions making it a By-Law subject to approval by way of referendum.

3.-  THAT By-Law 1172-12-08 has been approved by the Council of the regional county municipality La Côte-de-Gaspé, on October 11, 2017.

4.-  THAT an assessment of conformity has been issued by the Secretary-treasurer of the regional county municipality La Côte-de-Gaspé in respect of By-Law 1172-12-08 on October 16, 2017.

5.-  THAT By-Law 1172-12-08 came into force on October 16, 2017, according to the Act respecting land use planning and development.

6.-  THAT the interested can consult this By-Law at the Office of the Town clerk, at the Town Hall, 25, rue de l'Hôtel-de-Ville, Gaspé, during regular office hours.

The municipal authorities of "Ville de Gaspé" would like to advise the population that:

  • according to By-Law 1190-12, motor vehicles are forbidden from parking on the streets of the town, from 0 h to 7 h, between November 1st, 2017, and April 30, 2018;

Motor vehicles are forbidden from parking on "rue de la Reine", from 3 h to 7 h, between November 1st, 2017, and April 30, 2018;

All motor vehicles parked in contravention with this By-Law will be towed at the owner's expense, and he or she will therefore be obliged to pay the fine and the costs described in this By-Law.

  • according to By-Law 736-99, it is forbidden to make snow pile-ups or other pile-ups in the streets, alleys or public places;

Any person infringing this By-Law will be liable to a fine and the costs described in this By-Law.

Ville de Gaspé counts on the collaboration of its citizens regarding the respect of these provisions for security reasons and to make snow removal operations easier.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, November 20, 2017, at 8 pm, will consider the request for conditional use in accordance with the Conditional uses by-law, presented for the property situated at 853, montée de Pointe-Navarre, presented by Mr Marco Fortin.

The nature of this conditional use :

• To modify the conditional use of motor vehiculs detail sales to authorize the sale’s office to come with the conditional use of motor vehiculs detail sales inside the PA-144 zone and can be authorized inside a complementary building.
