To the qualified voters entitled to have their name entered on the referendum list of the entire municipality and who are users of the water supply and/or sewage system:

PUBLIC NOTICE is hereby given by the undersigned, Clerk of Ville de Gaspé, that at an ordinary sitting held on November 21, 2016, the Town Council has adopted the following By-Law:

1314-16 : « DÉCRÉTANT UN EMPRUNT ET UNE DÉPENSE D’UNE SOMME DE 190 000 $ POUR LA RÉALISATION DE TRAVAUX DE RÉFECTION DE COMPOSANTES DES RÉSEAUX D’AQUEDUC ET D’ÉGOUT »

THAT the persons qualified to vote on the By-Law on the date of November 21, 2016, and who have therefore the right to demand that this By-Law be submitted to a referendum poll will have access to a register open for that purpose from nine (9) hours to nineteen (19) hours on December 12, 2016, at the office of the undersigned, at the Town Hall in order to enter their name, address and occupation together with their signature.

IS A QUALIFIED VOTER OF THE MUNICIPALITY

A person who, on November 21, 2016, is not disqualified from voting according to article 524 of the Act respecting elections and referendums in municipalities and meets the following requirements:

  • a natural person domiciled in the municipality and, since at least six months, in Québec and
  • is of full age and a Canadian citizen, and not under curatorship.

The non resident sole owner of an immoveable or non resident sole occupant of a business place situated in the municipality who is not disqualified from voting and meets the following requirements:

  • is the owner of an immoveable or sole occupant of a business place situated in the municipality since at least 12 months;
  • in the case of a natural person, be of full age and Canadian citizen and not under curatorship.

The non resident undivided co-owners and non resident co-occupants of a business place situated in the municipality not disqualified from voting and meet the following requirements:

  • is the undivided co-owner of an immoveable or co-occupant of a business place situated in the municipality since at least 12 months;
  • is designated by means of a power of attorney signed by a majority of the persons who are co-owners or co-occupants since at least 12 months, as the one who has the right to sing in their name and to be entered on the referendum list of the municipality. This power of attorney must be produced before or at the signature time.

Legal person:

  • have designated by resolution among its members, directors or employees, a person who, on November 21, 2016, and at voting time, is of full age and Canadian citizen, is not under  curatorship and is not disqualified to vote.

THAT the persons qualified to vote on the By-Law in question must establish their identity to the responsible person for the register, by presenting, among others: a health-insurance card issued by the Québec Health Insurance Board, a driver’s permit issued by the Québec Automobile Insurance Society, a Canadian passport, an identity card of the Canadian armed forces, a certificate of Indian status.

THAT the number of applications needed in order that a referendum poll be held for this By-Law is 500 and failing this number, the concerned By-Law will be deemed approved by the qualified voters.

THAT the qualified voters may examine this By-Law at the office of the undersigned from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm from Monday till Thursday,  and from 8 h 15 am till 12 h on Friday, and during registration hours.

THAT the result of this registration procedure will be announced on December 12, 2016, at 7 pm, at the office of the undersigned, 25, rue de l’Hôtel-de-Ville in Gaspé.

1315-16 :    « Règlement décrétant une dépense d’une somme de 3 500 000 $ et un emprunt de 3 500 000 $ pour l’acquisition et l’installation d’un télésiège au centre de ski Mont-Béchervaise. »

            NOTICE is hereby given that the public consultation meeting who was supposed to be held on Monday December 5, 2016, has been report on Monday December 12, 2016, at 4:00 pm.

Draft of by-law 1171-12-02:

The draft of by-law amends the on site planning and architectural integration programs by-law 1171-12, as follows:

  • « Modifiant l’article 4.2 PROJET D’HEBERGEMENT D’ENVERGURE ET D’HABITATION MULTIFAMILIALE DE DOUZE (12) LOGEMENTS ET PLUS afin d’enlever du sous-article 4.2.1 DOMAINE D’APPLICATION les exceptions suivantes: habitations collectives ou habitation à loyer modique, maison pour personnes en difficultés et maison de retraite et orphelinat
  • Modifiant l’article 4.2 PROJET D’HEBERGEMENT D’ENVERGURE ET D’HABITATION MULTIFAMILIALE DE DOUZE (12) LOGEMENTS ET PLUS afin de modifier la troisième énumération du sous-article 4.2.1 DOMAINE D’APPLICATION. »

During this meeting, the Mayor or another Council member designated by him, will explain the draft of by-law and the consequences of their adoption, and will hear the persons and bodies wishing to express their views.

The draft of by-law is available for consultation at the Town Hall office.

The Town of Gaspé wishes to inform the public that a new one-way  street will be in effect in the middle of November on Wayman Street to facilitate traffic and snow removal on this street.

New signaling instalations will be implemented to indicate motorists that it will  be possible to travel on the Wayman street from bottom to the top of the mountain, that is to say starting from the Gaspé Boulevard, up on the mountain, to the Wakeham Street.

The Town of Gaspé want motorists to adapt their driving to the new signaling devices on the Wayman street.

By-law 1311-16 :

« Règlement déléguant au directeur général le pouvoir de former des comités de sélection. »

By-law 1312-16 :

« Règlement abrogeant le règlement 955-06 et décrétant de nouvelles dispositions concernant la construction, la réparation, le remplacement, l’entretien et le bon fonctionnement des conduites privées et des entrées d’eau et d’égout ainsi que leur raccordement avec les conduites publiques. »

NOTICE is also given that those By-Laws are deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, November 7, 2016, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Motel Adams Inc. for a property situated at 20, rue Adams.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to affixing a projecting sign on the back wall of the main building while the Zoning By-law 1156-11 provides that signs may not be erected on the rear walls of a building;
  • the minor exemption will have for consequence to allow the installation of a projecting sign with an area of 0.29 m2 located on the back wall of the main building.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, November 7, 2016, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Mathieu Guimond for a property situated on the lot 4 713 824, cadastre du Québec (Kennedy avenue).

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to modify the resolution 12-12-41 so that the derogation on increasing the maximum height of one floor in two allowed in the M-416 zone is also to build a single family dwelling or dwelling two family required by the zoning By-Law 1156-11;
  • the minor exemption will have for consequence to permit the construction of a single family dwelling or dwelling two family with a height of three floor.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, November 7, 2016, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Jean-Claude Cassivi for a property situated at 2, rue du Chantier-Maritime.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to reduce of 6.09 meters of the minimal front back margin of 10 meters provided at the specifications grid of the IC-297 area required by the zoning By-Law 1156-11;
  • the minor exemption will have for consequence to permit the enlargement of the principal building with the front setback at 3.91 meters.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

Public notice is hereby given by the undersigned, town clerk for Ville de Gaspé, having her professional domicile at 25, rue de l’Hôtel-de-Ville in Gaspé Québec G4X 2A5, that in virtue of the resolution passed by the municipal council on September 6, 2016 the properties hereinafter described will be sold by public auction at the Town Hall council meeting room, 25, rue de l’Hôtel-de-Ville, on November 16, 2016 at 10h00, in lieu of payment of municipal and school taxes, including accumulated interest, plus incurred expenses, unless these taxes, interests and expenses are paid up before that date (cash payment or certified cheque).

The properties hereinafter described will be sold subject to a one year right of withdrawal.

The properties will be sold with the buildings erected on them and appurtenances, if the case arises, subject to all active or passive, apparent of hidden easements, which may affect them at the buyer’s own risk.

The price of each property as determined by auction shall be paid immediately in legal tender (cash payment, money order, bank draft or certified cheque made to the order of Ville de Gaspé).  When applicable, the federal tax on goods and services (GST) and provincial sales tax (QST) are added in the amount of the price of the property.

  • mandate or power of attorney if representative of another natural person.

  • legal form and act of incorporation;

For the representative of the legal person:

  • name;
  • authority of the representative (proxy);
  • written proof of the authorisation to act on behalf of (resolution, mandate, proxy).
