PUBLIC NOTICE is hereby given:

1.-     THAT at a meeting held on November 25, 2019, the Town Council has adopted by-law 1156-11-42 by-law amending By-Law 1156-11 by :

·              « modifiant les usages autorisés dans la zone RT-284 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage Vente au détail de poissons et de fruits de mer (5422);

·              modifiant les usages autorisés dans la zone RT-284 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage d’Atelier de conditionnement du gibier et afin d’assujettir cet usage au Règlement sur les usages conditionnels n° 1172-12;

·              modifiant la marge de recul avant minimale dans la zone M-248 et remplaçant la note 2 de la grille des spécifications de la zone M-248. »

2.-     THAT by-law 1156-11-42 has been approved by the council of the regional county municipality La Côte-de-Gaspé, on November, 27, 2019;

3.-     THAT an assessment of conformity has been issued by the Secretary-treasurer of the regional county municipality La Côte-de-Gaspé in respect of by-law 1156-11-42 on December, 2, 2019;

4.-     THAT by-law 1156-11-42 came into force on December, 2, 2019, according to the Act respecting land use planning and development;

5.-     THAT the interested can consult this by-law at the Office of the Town clerk, at the Town Hall, 25, rue de l'Hôtel-de-Ville, Gaspé, during regular office hours.

            NOTICE is hereby given that the Town Council, at its ordinary meeting held on December 2, 2019, has adopted the following By-Law:

By-law 1402-19 :

« Règlement amendant le règlement 1190-12 concernant la circulation et le stationnement en modifiant l’annexe B ».

NOTICE is also given that this By-Law is deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

            GIVEN at Gaspe, December 11, 2019.

NOTICE is hereby given that at a special meeting that will be held at the Town Hall on Monday, December 16, 2019, at 7 pm, the Town Council will adopt its 2020 budget and its triennial program of fixed assets.

All taxpayers are invited to attend and during this meeting, a question period will be given to the taxpayers present and will only concern the budget.

PUBLIC NOTICE

The municipal authorities of "Ville de Gaspé" would like to advise the population that:

  • according to By-Law 1190-12, motor vehicles are forbidden from parking on all the streets of the town, from 0 h to 7 h, between November 1st, 2019, and April 30, 2020;

Motor vehicles are forbidden from parking on "rue de la Reine", from 3 h to 7 h, between November 1st, 2019, and April 30, 2020;

All motor vehicles parked in contravention with this By-Law will be towed at the owner's expense, and he or she will therefore be obliged to pay the fine and the costs described in this By-Law.

  • according to By-Law 736-99, it is forbidden to make snow pile-ups or other pile-ups in the streets, alleys or public places;

Any person infringing this By-Law will be liable to a fine and the costs described in this By-Law.

Ville de Gaspé counts on the collaboration of its citizens regarding the respect of these provisions for security reasons and to make snow removal operations easier.

AN APPLICATION TO TAKE PART TO A REFERENDUM

Second draft 1156-11-42 (adopted on November 4, 2019)

amending the zoning by-law

NOTICE is hereby given that, following the public consultation meeting which was held on November 4, 2019, the municipal Council of "Ville de Gaspé" has accepted by resolution, on November 4, 2019 a second draft of by-law 1156-11-42 amending the zoning by-law.  This second draft contains provisions that may be subject to an application made by interested persons from anyone of the zones to which such provisions apply and of the contiguous zones, to require that a by-law containing these be submitted for their approval, in accordance with the Act respecting elections and referendums in municipalities.

  1. PURPOSE OF AN APPLICATION TO TAKE PART TO A REFERENDUM

         Area of the marina of Gaspé and the town hall

1.1     An application relating to the following provision of the second draft:

  • « modifier les usages autorisés dans la zone RT-284 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage Vente au détail de poissons et de fruits de mer (5422) »;

  1. LOCALIZATION OF THE CONCERNED ZONES

  1. VALIDITY OF AN APPLICATION

To be valid, an application to take part to a referendum must:

  • state clearly the provision of the second draft to which the application refers;
  • indicate the zone from which the application originates;
  • be signed by at least 12 interested persons of the zone from which it originates, if there are more than 21 interested persons in that zone, or, otherwise, by the majority of the interested persons;
  • be received by the Town clerk office at the town hall no later than November 21, 2019, 4:30 pm.
  1. INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION

An interested person is a person of full age, Canadian citizen and not under curatorship who, on the date of adoption of the second draft, which is November 4, 2019, is not disqualified from voting and meets one of the following requirements:

  • is domiciled in a zone from which an application may originate and who has been domiciled in Québec for at least 6 months;
  • is the owner of an immovable or the occupant of a business place situated on such a zone since 12 months at least.
  1. LACK OF APPLICATIONS

Should there be no valid applications relating to the provisions of the second draft, the said provisions may be then included in a by-law which will not have to be submitted for the approval of the qualified voters.

  1. CONSULTATION OF THE DRAFT

The second draft of by-law is available, in French, for consultation at the Clerk’s office at the Town Hall during regular work hours, that is from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm, Monday till Thursday, and from 8 h 15 am till 12 h on Friday.

modifying the Conditional use by-law

NOTICE is hereby given that, following the public consultation meeting which was held on (November 4, 2019), the municipal Council of "Ville de Gaspé" has accepted by resolution, on November 4, 2019 a second draft of by-law 1172-12-11 modifying the Conditional use by-law.  This second draft may be subject to an application made by interested persons from the concerned zone and of the contiguous zones, to require that a by-law be submitted for their approval, in accordance with the Act respecting elections and referendums in municipalities.

  1. PURPOSE OF AN APPLICATION TO TAKE PART TO A REFERENDUM

         1.1     An application relating to the following provision of the second draft :

  • « Ajoutant l’article 2.14 DISPOSITIONS APPLICABLES POUR L’USAGE* D’UN ATELIER DE CONDITIONNEMENT DU GIBIER DANS LA ZONE* RT‑284»

Such an application is to require that the by-law containing the provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates.  However any contiguous zone who has made an application will participate at the referendum approval only if the application also originates of the zone to which it is contiguous.

MINOR EXEMPTION

FROM URBANISM BY-LAWS

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on December 2, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Daniel Provencher and cie inc. for the company McDonald’s restaurants of Canada Limited, for a property situated at 180, montée de Wakeham.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to increase of 2 the number of signs who’s could be fixed on ground in accordance to the total number of one sign, required at the article 22.12.4 of the Zoning By-law no1156-11;
  • the minor exemption will have for consequence to permit the installation of 2 more signs fixed on the ground to electrical type one with an area of 0,92 m² and with a height of 1,261 m and a second one with an area of 1,85 m² and a height of 1,261 m.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

NOTICE is hereby given that the Town Council, at its ordinary meeting held on August 19, 2019, has adopted the following By-Law:

By-law 1399-19 :

« Règlement modifiant l’article 15 et les annexes A et B du règlement 1218-13 – Règlement concernant les limites de vitesse ».

NOTICE is also given that this By-Law is deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

GIVEN at Gaspe, October 30, 2019.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, November 18, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Patrick Paquin for a property situated at 1725, boulevard de Douglas.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to increase of 5 m2 the area for an annexed private garage in accordance with the maximal area of 100 m2 required at the article 8.8.2.1 of the zoning By-Law 1156-11;
  • the minor exemption will have for consequence to permit the construction of an annexed private garage with an area of 105 m2.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday November 18, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mrs Laurie-Anne Houde-Beaudry for a property situated at 227, rue Wayman.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to reduce of 11.15 m the depth of the front court in accordance to the minimal depth of the front court of 20 m required by the article 8.8.1 of the zoning By-Law 1156-11;
  • the minor exemption will have for consequence to permit the construction of a shed in the front court with a depth of 8.85 m.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.
