PUBLIC CONSULTATION MEETING

NOTICE is hereby given that the municipal Council of "Ville de Gaspé", at its regular meeting held on July 15, 2019, has adopted by resolution the following draft of by-law and that a public consultation meeting will be held at the Town Hall, on Wednesday, July 31, 2019, at 4:00 p.m.

Draft of by-law 1170-12-03 :

          The draft of by-law amends the by-law 1170-12, as follows:

  • « Remplaçant le premier paragraphe de la caractéristique numéro 5, de la cinquième exemption du troisième point de l’article 5.3 « CONDITIONS D’ÉMISSION DU PERMIS DE CONSTRUCTION » »

During this meeting, the Mayor or another Council member designated by him, will explain the draft of by-law and the consequences of their adoption, and will hear the persons and bodies wishing to express their views.

The draft of by-law is available for consultation at the Town Hall office.

NOTICE is hereby given that the municipal Council of "Ville de Gaspé", at its regular meeting held on July 15, 2019, has adopted by resolution the following draft of by-law and that a public consultation meeting will be held at the Town Hall, on Wednesday, July 31, 2019, at 4:00 p.m.

Draft of by-law 1156-11-41:

          The draft of by-law amends the zoning by-law 1156-11, as follows:

  • « modifiant les usages autorisés dans la zone M-306 afin de permettre la classe d’usages Multifamiliale et collectif (H-8) avec un maximum de huit (8) logements. »

The concerned zone (M-306), situated in the area of Rivière-au-Renard, on the boulevard Renard Ouest, is illustrated on the following sketche :

TO ALL INTERESTED PERSONS WHO ARE ENTITLED TO SIGN

AN APPLICATION TO TAKE PART TO A REFERENDUM

Second draft 1156-11-40 (adopted on July 15, 2019)

amending the zoning by-law

NOTICE is hereby given that, following the public consultation meeting which was held on July 15, 2019, the municipal Council of "Ville de Gaspé" has accepted by resolution, on July 15, 2019 a second draft of by-law 1156-11-40 amending the zoning by-law.  This second draft contains provisions that may be subject to an application made by interested persons from anyone of the zones to which such provisions apply and of the contiguous zones, to require that a by-law containing these be submitted for their approval, in accordance with the Act respecting elections and referendums in municipalities.

  1. 1. PURPOSE OF AN APPLICATION TO TAKE PART TO A REFERENDUM

1.1     An application relating to the following provision of the second draft:

  • « Modifiant les usages autorisés dans la zone HC-286 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage Service social (653) »;

Such an application is required that the by-law containing the provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates.

1.2     An application relating to the following provision of the second draft:

  • « Modifiant les usages autorisés dans la zone HC-338 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage Service social (653) »;

Such an application is required that the by-law containing the provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates.

  1. 2. LOCALIZATION OF THE CONCERNED ZONES

The concerned zone HC-286, situated in the montée de Sandy-Beach area, is illustrated on the following sketche :

  1. VALIDITY OF AN APPLICATION

To be valid, an application to take part to a referendum must:

  • state clearly the provision of the second draft to which the application refers;
  • indicate the zone from which the application originates;
  • be signed by at least 12 interested persons of the zone from which it originates, if there are more than 21 interested persons in that zone, or, otherwise, by the majority of the interested persons;
  • be received by the Town clerk office at the town hall no later than August 1st, 2019, 4:30 pm.
  1. 4. INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION

An interested person is a person of full age, Canadian citizen and not under curatorship who, on the date of adoption of the second draft, which is July 15, 2019, is not disqualified from voting and meets one of the following requirements:

  • is domiciled in a zone from which an application may originate and who has been domiciled in Québec for at least 6 months;
  • is the owner of an immovable or the occupant of a business place situated on such a zone since 12 months at least.
  1. LACK OF APPLICATIONS

Should there be no valid applications relating to the provisions of the second draft, the said provisions may be then included in a by-law which will not have to be submitted for the approval of the qualified voters.

  1. CONSULTATION OF THE DRAFT

The second draft of by-law is available for consultation at the Clerk’s office at the Town Hall during regular work hours, that is from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm, Monday till Thursday, and from 8 h 15 am till 12 h on Friday.

  1. 1. THAT at a meeting held on May 27, 2019, the Town Council has adopted By-Law 1395-19 «décrétant une dépense d’une somme 570 000 $ et un emprunt de 570 000 $ pour des travaux de réfection des conduites d’aqueduc et d’égout et de voirie dans le parc industriel des Augustines.».
  1. 2. THAT By-Law 1395-19 have been approved by the Minister of Municipal Affairs and Housing, on June 19, 2019.
  1. 3. THAT the interested can consult that By-Law at the Clerk’s office, at the Town Hall, 25, rue de l’Hôtel-de-Ville, during regular office hours.

ENACTMENT OF BY-LAW

PUBLIC NOTICE is hereby given:

1.-     THAT at a meeting held on June 3, 2019, the Town Council has adopted by-law 1156-11-39 by-law amending By-Law 1156-11 by “modifiant les usages autorisés dans la zone IC-269 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage Gymnase et club athlétique (7425) et modifiant les usages autorisés dans la zone RT-131 afin de permettre la classe d’usages Hébergement d’envergure (C-10). « 

2.-     THAT by-law 1156-11-39 has been approved by the council of the regional county municipality La Côte-de-Gaspé, on June 12, 2019;

3.-     THAT an assessment of conformity has been issued by the Secretary-treasurer of the regional county municipality La Côte-de-Gaspé in respect of by-law 1156-11-39 on June 14, 2019;

4.-     THAT by-law 1156-11-39 came into force on June 14, 2019, according to the Act respecting land use planning and development;

5.-     THAT the interested can consult this by-law at the Office of the Town clerk, at the Town Hall, 25, rue de l'Hôtel-de-Ville, Gaspé, during regular office hours.

THAT at a meeting held on April 30, 2019, the Town Council has adopted By-Law 1392-19 «modifiant le règlement 1366-18 décrétant une dépense d’une somme de 178 060 $ et un emprunt d’une somme de 178 060 $ pour la réalisation de travaux de réfection de la conduite d’égout de la rue des peupliers pour augmenter la dépense et l’emprunt de 178 060 $ à 334 641 $, ajouter des travaux d’aqueduc et de voirie et modifier les clauses de taxation».
  1. 2. THAT By-Law 1392-19 has been approved by the qualified voters during a register held on May 7 and 8, 2019.
  1. 3. THAT By-Law 1392-19 have been approved by the Minister of Municipal Affairs and Housing, on June 17, 2019.

ENACTMENT OF BY-LAW

NOTICE is hereby given that the Town Council, at its ordinary meeting held on June 17, 2019, has adopted the following By-Law:

By-law 1396-19 :

« Règlement amendant l’annexe A du règlement 702-98, imposant un mode de tarification pour certains services et activités et abrogeant le règlement 1252-14 ».

NOTICE is also given that this By-Law is deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

MINOR EXEMPTION FROM URBANISM BY-LAWS

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday July 15, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Luc Verville for the lot 4 956 429, cadastre of Québec.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to increase of 1,32 m the height for an isolated private garage in accordance at the maximal height of 6,50 m required at the article 8.8.2.2 of the zoning By-Law 1156-11.
  • the minor exemption will have for consequence to permit the construction of an isolated private garage with a height of 7,82 m.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.
