NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday November 18, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Daniel Girard for a property situated at 1268, rue White.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to reduce of 3.8 m the length of the extension to transform a mobile home into a single-family dwelling, in accordance to the minimal length of 14.6 m required by the article 7.1.6 of the zoning By-Law 1156-11;
  • the minor exemption will have for consequence to permit the construction of an extension with a length of 10.8 m.

During this meeting, the Town Council will hear the interested wishing to be heard on that request.

PUBLIC CONSULTATION MEETING

NOTICE is hereby given that the municipal Council of "Ville de Gaspé", at its regular meeting held on October 15, 2019, has adopted by resolution the following draft of by-law and that a public consultation meeting will be held at the Town Hall, on Monday, November 4, 2019, at 4:00 p.m.

Draft of by-law 1156-11-42:

         The draft of by-law amends the zoning by-law 1156-11, as follows:

  • « modifiant les usages autorisés dans la zone RT-284 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage Vente au détail de poissons et de fruits de mer (5422);
  • modifiant les usages autorisés dans la zone RT-284 afin de permettre comme usage spécifiquement permis dans cette zone, l’usage d’Atelier de conditionnement du gibier et afin d’assujettir cet usage au Règlement sur les usages conditionnels n° 1172-12;
  • modifiant la marge de recul avant minimale dans la zone M-248 et remplaçant la note 2 de la grille des spécifications de la zone M-248. »

Draft of by-law 1172-12-11:

The draft of by-law amends the zoning by-law 1172-12, as follows:

  • Ajoutant l’article 2.14 DISPOSITIONS APPLICABLES POUR L’USAGE* D’UN ATELIER DE CONDITIONNEMENT DU GIBIER DANS LA ZONE* RT‑284

During this meeting, the Mayor or another Council member designated by him, will explain the draft of by-law and the consequences of their adoption, and will hear the persons and bodies wishing to express their views.

The proposed regulation contains certain provisions specific to a by-law that may be approved by referendum.

The draft of by-law is available for consultation at the Town Hall office.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, November 18, 2019, at 8 pm, will consider the request for minor exemption from the land division By-Law 1157-11, presented by ville de Gaspé for a property situated at 54, rue Forest.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to subtract the obligation to create a turning circle required by the article 3.5 of the land division By-Law 1157-11.
  • the minor exemption will have for consequence to permit the municipalization of an additionnal part of 15 m, of the rue Forest, and that, without a turning circle.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on November 18, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by the CISSS de la Gaspésie for a property situated at 215, boulevard de York Ouest.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to increase of 2 the number of signs should be lay flat on the principal face of the building with an area of less than 5 m² in accordance with the total number of one sign required by the article 22.12.3 of the zoning By-Law 1156-11;

            NOTICE is hereby given that the Town Council, at its ordinary meeting held on September 16, 2019, has adopted the following By-Laws:

By-law 1400-19 :

« Règlement modifiant le règlement 1282-15 relatif au lieu d’élimination de neige et établissant une tarification pour les utilisateurs du site de Gaspé en remplaçant l’annexe D. »

By-law 1401-19 :

« Règlement relatif au lieu d’élimination de neige et établissant une tarification pour les utilisateurs du site de Rivière-au-Renard en remplaçant l’annexe B. »

NOTICE is also given that those By-Laws are deposited at the office of the municipality and that the interested may there take cognizance thereof during regular office hours.

MINOR EXEMPTION

FROM URBANISM BY-LAWS

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Tuesday October 15, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Dorima Mathurin for a property situated at 549, boulevard de Forillon.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to increase of 16,88 m2 the area for a shed in accordance to the maximal area of 50 m2 required at the article 8.8.1 by the zoning By-Law 1156-11;
  • the minor exemption will have for consequence to permit the enlargement of a shed with an area of 66,88 m².

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Tuesday October 15, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mrs Marlaine Tremblay for a property situated at 19, rue Riverin.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to reduce of 1 m the right lateral back margin for an isolated private garage in accordance to the minimal back margin of 1.5 m required at the article 8.8.1 by the zoning By-Law 1156-11.
  • the minor exemption will have for consequence to permit the construction of an isolated private garage with a right lateral back margin of 0.5 m.

PUBLIC NOTICE

TO ALL INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION TO TAKE PART TO A REFERENDUM

NOTICE is hereby given that, following the public consultation meeting which was held on July 31, 2019, the municipal Council of "Ville de Gaspé" has accepted by resolution, on July 31, 2019 a second draft of by-law 1156-11-41 amending the zoning by-law.  This second draft contains provisions that may be subject to an application made by interested persons from anyone of the zones to which such provisions apply and of the contiguous zones, to require that a by-law containing these be submitted for their approval, in accordance with the Act respecting elections and referendums in municipalities.

  1. 1. PURPOSE OF AN APPLICATION TO TAKE PART TO A REFERENDUM

          An application relating to the following provision of the second draft:

  • « Modifiant les usages autorisés dans la zone M-306 afin de permettre la classe d’usages Multifamiliale et collectif (H-8) avec un maximum de huit (8) logements. »

Such an application is required that the by-law containing the provision to which it applies be submitted for the approval of the qualified voters in the zone to which applies this application, and in any contiguous zone from which a valid application originates.

  1. 2. LOCALIZATION OF THE CONCERNED ZONES

  1. 3. VALIDITY OF AN APPLICATION

To be valid, an application to take part to a referendum must:

  • state clearly the provision of the second draft to which the application refers;
  • indicate the zone from which the application originates;
  • be signed by at least 12 interested persons of the zone from which it originates, if there are more than 21 interested persons in that zone, or, otherwise, by the majority of the interested persons;
  • be received by the Town clerk office at the town hall no later than August 15, 2019, 4:30 pm.
  1. 4. INTERESTED PERSONS WHO ARE ENTITLED TO SIGN AN APPLICATION

An interested person is a person of full age, Canadian citizen and not under curatorship who, on the date of adoption of the second draft, which is July 31, 2019, is not disqualified from voting and meets one of the following requirements:

  • is domiciled in a zone from which an application may originate and who has been domiciled in Québec for at least 6 months;
  • is the owner of an immovable or the occupant of a business place situated on such a zone since 12 months at least.
  1. LACK OF APPLICATIONS

Should there be no valid applications relating to the provisions of the second draft, the said provisions may be then included in a by-law which will not have to be submitted for the approval of the qualified voters.

  1. 6. CONSULTATION OF THE DRAFT

The second draft of by-law is available for consultation at the Clerk’s office at the Town Hall during regular work hours, that is from 8 h 15 am till 12 h and from 1 h till 4 h 30 pm, Monday till Thursday, and from 8 h 15 am till 12 h on Friday.

NOTICE is hereby given that the Town Council, at an ordinary meeting that will be held on Monday, August 19, 2019, at 8 pm, will consider the request for minor exemption from the zoning By-Law 1156-11, presented by Mr Léonard Rehel, for a property situated at 2, avenue McDonald.

The nature and consequences of this exemption are the following:

  • the nature of the minor exemption is to increase of 1.42 m the height for an isolated private garage in accordance to the maximal height of 6.5 m required at the article 8.8.2.2 of the zoning By-Law 1156-11.
  • the minor exemption will have for consequence to permit the construction of an isolated private garage with an height of 7,92 m.
